About the Client 
In recognition of the need to keep pace with consumer demands for greater accessibility and efficiency in the delivery of services, the State Government established the Office of e-Government in the Department of the Premier and Cabinet in 2003. Its purpose is to drive reform of the public sector and transform the delivery of services through the use of Information and Communications Technology (ICT).
 
The Office of e-Government is charged with developing whole-of-government policies to maximise efficiencies in the public sector’s collective ICT capability, while at the same time assisting individual agencies to develop and implement their own e-Government initiatives.

The Office of e-Government is responsible for implementing the e-Government Strategy for the Western Australian Public Sector and reports to the e-Government Sub-Committee of the Strategic Management Council.

Project Overview
The Western Australian Office of e-Government (OeG) approached Change Corporation to develop a strategy and delivery framework for the management of content and navigation for electronic service delivery across the whole of State Government.

Client Requirements
Having launched the citizen centric government strategy in 2007 there was a need to provide more detail for the delivery of that strategy by setting out an approach to managing and delivering content from government agencies and to provide a plan for structuring services which supported the
overall strategy.

The Office of e-Government, having worked with Change Corporation on a number of strategic and operational projects in the past, commissioned Change Corporation to prepare a research report, strategic approach and plan for the future delivery of e-Government initiatives in Western Australia.

Our Solution
Our solution provided three key deliverables to the department.

The first was a comprehensive research report which identified the approaches taken by other government jurisdictions, where major e-Government programmes had been implemented well, and identified the major success factors and the issues they faced in gaining cross government support and citizen engagement. 

The second deliverable was a strategic approach for the Western Australian Government which provided a framework for improving electronic services across agencies by delivering against a consistent model and providing agencies with structures that allowed them to deliver new and updated services.

The final deliverable was a plan which set out the actions required to deliver the strategy by creating streams of work which engaged citizens, developed cross government policies and enabled agencies across the whole of government to support a consistent approach to service delivery.
